Dear Prime Minister Netanyahu,

I personally am not known to you, however your brother was my kid brother Jonathan Abrahams's commander in the Golani Brigade. He now lives in northern Israel within 2 miles of the Lebanese border. He works for the Israeli government. He has a wife and four sons and has spent most of his adult life living in Israel. My parents, Abraham Judah Abrahams and Evelyn H. Abrahams lived in Israel for many years until they passed away in the 1990s in the US. They were good friends with Yitzak Shandar when he was with El Al. They lived in Kfar Vitkin.

Shalit, has been a prisoner too long. He comes from my brother's village and I think it is time that he comes home. I know there have been many and extensive efforts to do. I have an unusual different proposal to change the current status of Israeli-Palestinian conflict, that if successful will bring Shalit home and turn the Hamas and possibly Hezbollah, away from Iran. Even better it will stop the rockets and senseless attacks on civilians.

In light of the recent powerful developments from the“Arab Spring” in Egypt, Libya, Tunisia, and Syria, the Middle-East conflict in Gaza and certain positive recent events on the West Bank, there is a short window opening for a new and different approach to resolve this Middle-East Conflict. Since 1948 when Israel gained its independence, since the 1956 war, the 1967 war, the Yom Kippur war of 1973, the Israeli-Hezbollah conflict of 2006, and since the Israeli-Hamas conflict in Gaza in 2008 the world has only seen two ideologies in conflict with a perpetuation by the Palestinians of murder, suicide bombings, and senseless rocket attacks. Israel to preserve its security and safeguard its citizens has at times been forced to take targeted counter measures and to drastically restrict the movement of Palestinians by using numerous checkpoints within the State of Israel and the occupied territories. The settlements in the occupied territories are part of Israel’s security system, but are also a constant sore point for any peaceful settlement. Israel is the only nation that to defend itself must always go into the conflicts with two hands tied behind its back when it unleashes its military power.

The peace process is the fictional imagination of leaders on both sides of the conflict, because until the people’s hearts and minds (on both sides of the conflict) support the practice of peace (not a peace process) , there will never be a successful peace. When Palestinian children are taught in madrasas that it is their divine destiny to be suicide bombers, there can be no successful peace.

It is time to think outside the usual box and find a new approach to bring peace to this region. I propose using the world's most powerful, but most underutilized weapon system, that has decisively defeated terrorists and insurgents every time it has been used in Iraq. It is part and parcel of the “Arab Spring”. This weapon system is more powerful than a B2 bomber loaded with nuclear weapons. It is how this weapon system is used may determine its success. The use of this weapons system to resolve the Israeli-Palestinian ageless conflict will take heroics, expertise, and diplomatic finesse. It can be the missing diplomatic and political key to resolving this conflict. Part of the difference here will be the practice of peace on a trial basis by the people of both sides, rather than a peace process run by their leaders. The key is how to make this happen. A bonus will be the detachment of Hamas and possibly Hezbollah from the influence of Iran and how to convince them of this and to be a part of this new plan.

It will take powerful and eloquent world leaders who are willing to change world politics to successfully resolve this conflict. The timing is right if properly prepared and planned. President Obama and Secretary of State Hillary Clinton personally have experienced the power of this weapon system, and with their and your expertise, experience and world connections it can be successful.

I have previously written you, POTUS, President Bush, Congress and the media about this weapon system that can decisively defeat terrorists and insurgents. It is how this weapon system would now be used to change this conflict that will determine its success. Because of the delicate nature of this idea for the specific and intricate use of this weapons system in the Middle East, I will only speak of the details of it personally to preferably you or one of delegated personal representatives. I am 73 and it my dream that in my lifetime that I leave this world when the time comes with having been instrumental in helping to accomplish the task to bring a possible peace to the State of Israel.

I believe that you, President Obama and Secretary of State Hillary Clinton can successfully guide the use of this weapons system to achieve what Presidents and Premiers before you aspired to. This can be your legacy, which will be far superior as a statesperson to any you might have ever achieved as Premier.

I sincerely hope that you will listen to this new and unique approach to resolving the Israeli-Palestinian Conflict. All you have to lose is a little time to hear the unique use of this weapons system and see a vision of a peaceful and secure Middle East.

I leave you with one other thought from “WE THE PEOPLE”. Politicians, Governments, Presidents (and Presidents to be), Prime Ministers, Secretaries of State and Defense, Foreign Ministers, Defense Ministers, Parliaments, and Congresses make, declare and run Wars. However, it is always WE THE PEOPLE (and rarely, but not never, any of the above) who have to fight, be wounded or maimed, and die in the wars. True statesmen and stateswomen will only use war as a last method of dealing with terrorists and dictators of radical, totalitarian governments that use or support terror. Just as the pen is mightier than the sword, the "VOTE WEAPON" is more powerful than our mightiest military weapon. It is time to unleash its power to bring the practice of peace uniquely to the Middle-East.

The Candu Memorandum may be a dream come true for you POTUS, but you have never read it. Most of the problems (solutions also being provided) you are facing today can be listedas follows:

1. A national debt in the trillions that is growing even faster than our health care crisis,with a Debt Limit Crisis because politicians will not reach a compromise.I CAN PROVIDE YOU WITH A BIPARTISAN ACCEPTABLE SOLUTION PLANTO THIS CRISIS in less than 15 minutes WITH TAX CUTS, SPENDING CUTSEFFECTIVE IMMEDIATELY. Part of this Solution plan is listed below.

2. A depressed contracted economy that is slow to resurge, and where the Americanconsumer has reduced his expenditures over the past two years by almost 30%.
SOLUTIONS: AMERICAN BUSINESS AND INDIVIDUAL CONSUMPTION IS THE KEY TO SOLVING THEJOB CRISIS, THE HOUSING CRISIS, THE NATIONAL DEBT CRISIS -WHICH CAN BE REVERSED WITH NATIONAL BUDGET SURPLUSES GENERATED IN A BIPARTISANACCEPTABLE PROGRAM. HOW TO GENERATE A MAJOR INCREASE IN AMERICAN BUSINESS AND INDIVIDUALCONSUMPTION -WITHOUT INFLATION OR AN INCREASE IN TAX RATES - IS ACHIEVABLE BY INCREASING THE NUMBER OF TAXPAYERS FROM TWO MAIN SOURCES - BY CONVERTING 90% OF THE UNEMPLOYED TO TAXPAYING EMPLOYED PERSONS AND POSSIBLY CONVERTING A SUBSTANTIAL PERCENTAGE OF OUR NATIONAL PRISON POPULATION INTO TAXPAYERS. We need to target particularly US manufacturing and construction jobs - we can do this - using the Theory of Tax-Enomics - by providing American businesses with tax incentives - such as a percentage of tax exempt income on sales and a jobs credit for each "Unemployed Worker" hired and retained for at least 1 year.

The employer would also receive their respective employee's Unemployment insurance benefits for two months to ease the cost to train the respective Unemployed person for the job.

The Tax incentives should be particularly designed to lower job costs to employers who provide US Jobs and make these businesses more competitive in pricing by lowering their costs of production in the US as versus using overseas employment.

We need to cut Corporate Tax Rates to 25% for all companies that manufacture 90% domestically both labor and materials. Corporations manufacturing outside the US will remain subject to the 35% tax rate on their outside US Income.

3. A housing value and mortgage -FORECLOSURE crisis that is second only to the great depression of the thirties.
SOLUTION: THIS CAN BE REVERSED BY USING A SPECIAL PROGRAM WITH A "REX-TYPE"MORTGAGE PROGRAM WITHOUT GOVERNMENT SUBSIDIES, BUT WITH SPECIAL TAX-investment INCENTIVES FOR THE FINANCIAL INSTITUTIONS TO MODIFY EXISTING UNDERWATER MORTGAGES. THIS IS DIFFERENT THAN ANY PROGRAM CURRENTLY OFFERED AND IS DESIGNED USING THE PRINCIPLES OF "TAX-ENOMICS" ( I AM THE FOUNDER AND FOREMOST AUTHORITY IN THE COUNTRY TO THE "THEORY OF TAX-ENOMICS"). Profits to the government from this program would be contributed to the "SSMIF" see below.

4. A job and unemployment crisis that is only being accelerated by a contracte deconomy. The loss of manufacturing jobs is so drastic that unemployment from manufacturing might be as high as 20% or higher.

5. The hidden AMT tax that nobody ever talks about, which is the only tax assessedwhere the rate accelerates downward and not upward. This is the only tax where anindividual who earns a $1,000.000 pays a tax at the rate of 1/10 of the rate that allindividuals earning less than $100,000. If you have not guessed it - it is the SocialSecurity Tax.

The solution to this problem, besides correcting an injustice taxassessment, it can stimulate jobs by lowering job costs, and provide substantially moretake home pay for most working taxpayers. The solution includes features to make the Social Security Tax and Medicare Tax Programs have future solvencyHere is a tax change that should have bi-partisan acceptability.Revise the Social Security and Medicare tax rates and programs as follows:
1. Reduce the Social Security Tax Rate from 6.2% on employees AND EMPLOYERS to2.5% on the first $250,000 earned and on all earnings over $250,000 to the tax rate forSocial Security would be $3.25% with NO CAP - same as the Medicare Tax.
2. Increase the Medicare Tax rate on Employees and Employers from 1.45% to 2.00%
3. Change the rules for FUTURE Beneficiaries of these programs as follows:

A. Social Security benefits will not become taxable as income UNTIL THEBENEFICIARIES HAVE RECOVERED THEIR COST BASIS OF SOCIAL SECURITY TAXESPAID DURING THEIR LIFETIME ("SSA TAX CONTRIBUTIONS"). ANY UNRECOVEREDCOST BASIS OF A SPOUSE UPON DEATH WITH BE TRANSFERED TO THE SURVIVINGSPOUSE. UPON DEATH OF THE FINAL TAXPAYER SPOUSE ANY UNRECOVEREDCOST BASIS OF "SSA TAX CONTRIBUTIONS" CAN BE USED AS AN ESTATE TAXCREDIT - AFTER THAT IT IS EXTINGUISHED.

B. All taxpayers reaching the age of 85 and receiving less than $100,000 of GROSSINCOME FROM ALL SOURCES WILL BE EXEMPT FROM FILING AN PAYING INCOMETAXES, because if you live that long and have paid taxes to age 85 you probably willneed that income for your assisted living care and filing personally yourself tax returnsat that age is too difficult and too stressful. The exception to this rule would be incomeearned passively or actively that has been assigned to the taxpayer to avoid tax byothers. If 85 is too young make the age 90.

C. Create the Social Security and Medicare Investment Fund (aka "SSMIF". This fund will take financial ownership of the "STRATEGIC OIL RESERVE".EACH YEAR CONGRESS WILL APPROPRIATE FUNDS SUFFICIENTLY = TO INCREASE THE CURRENT (not the future reserve) STRATEGIC OIL RESERVE BY 5%. Quantity wise.

This "SSMIF" will be empowered to do the following:
1. When gas prices fall below $3.00 a gallon the "SSMIF" is empoweredto use the new appropriations to buy oil.
2. When gas prices rise to higher than $4.00 a gallon the fund is empoweredto sell any oil purchased under the new appropriations.This will also have an effect of stabilizing oil prices in both directions.
3. All profits earned by the "SSMIF" will be transferred directly to theSocial Security and Medicare Funds. This part of the program can providefuture solvency of the Social Security and Medicare Funds.

6. A health care crisis that is being fueled by partisan bickering, vast fraud by somemedical providers that is driving health care costs and health insurance premiums tolevels so high that a solution seems out of sight to many. Medicare and Social SecurityFunds facing future bankruptcy with baby boomers coming of retirement age. The lackof adequate medical insurance coverage for many preexisting conditions, majordiseases.

7. A financial, banking, consumer credit regulatory nightmare that is becoming a horrorstory for lenders, creditors and borrowers. Interest rates and finance charges averagingover 26% and effectually running as high as 36%, when you include all the junk feesassessed.

8. Two wars that have sapped and strained our country both financially and personallyfor our military personnel - particularly for out lost national treasure - the lives lost andor maimed from the sacrifice that so many have made in their service to our country.Also the families of service people and veterans do not receive benefits anywherecomparable to our politicians in congress.

SOLUTION: The US has I have been told over 900 bases outside the US. By drasticallydecreasing these bases and the US military personnel involved this could budget wisereduce our military - defense expenditures, without jeopardizing our militarycapabilities.

REASON: Our current US Naval power - Aircraft Carriers and support ships are so capable that our need for foreign bases is very limited. Look at the Libya operation - the US portion of the operation was conducted almost entirely from our Naval ships and US bases.

EXAMPLE: South Korea - we maintain 35000 troops on the border with North Koreaand we pay for the entire cost of maintaining these troops there- a very substantialbudget expense. In the event of a conflict it would be our Naval Air power and our AirPower based in the US that would be utilized in the event of a conflict. Also South Korea has not contributed any troops in Afghanistan.

SOLUTION: Tell South Korea they have two choices:
A. We will "borrow" 30,000 of our 35,000 combat troops we have on the North Koreanborder and they can be replaced by 30,000 South Korean troops maintained at the costborne by South Korea.OR
B. South Korea can immediately provide 35,000 combat troops to replace 35,000 of our troops in Afghanistan at their own cost of maintaining these troops.

In order as not to alarm North Korea Bill Richardson and or Bill Clinton will go to North Korea and explain that this is not a diplomatic or military change move, but a financial move on the part of the US.

9. An international threat from Iran, North Korea, and Al Quada on the border of Pakistan and Afghanistan.

10. A foreseeable future where the world will have exhausted its supply of fossil fuels when it reaches the years as early as 2200, but certainly by the year 3000. Climate change may drastically change world economies. Besides Drilling in the US reserves, we should be storing fossil fuels for the future.

11. An Israeli- Palestinian Conflict that is centuries old and appears to many as never resolvable.The key here is that a peace process will never succeed. What we need is a newprogram the involves the "Practice of Peace" by both the Israeli and Palestinian peoplesin action not words. It will also involve a solution that turns the HAMAS away fromterrorism and Iranian influence. It will utilize one of the world's most powerful weapons system -more powerful than a B2 Bomber with Nuclear weapons - the power of which POTUS has personally experienced. In light of the "Arab Spring" there is a window of opportunity using expertise diplomacyto achieve the "Practice of Peace". This solution will only be disclosed in person as to its delicate nature.

I am sure there are more, perhaps even more pressing problems you are facing, but if solutions to these could be found that would have bipartisan acceptance would you beinterested in hearing these new ideas and different solutions.Please note that although these problems are very complex, they are in many waysinter-related.

For each separate solution there may be a equal an opposite problemcreated.I hope in my lifetime that a POTUS will really listen. I am age 73+and I like to think positive so I say 73 down and 77 to go because I have a reverse mortgage good to age 150. If you give me 1 hour I think I can give you the world. A key part of the solution is founded in the Theory of Tax-Enomics. However,after 1 hour I am sure you will want more. I also think that I can out shoot you on the basketball court, if you give me a smallhandicap. I will spot you 23 years, and we will shoot from within 10 feet of half court.Your handicap is you can not use a hook shot and your feet can not leave the groundfor 15 second before and after you shoot.

I hear President Kennedy's words -"Ask not what your country can do for you, but what you can do for your country". Well POTUS I am trying, but will you listen?

A 2010 Bipartisan Acceptable and Self Financing Basic Health Care Program

I dedicate THE CANDU MEMORANDUM for a 2010 Bipartisan Acceptable and Self Financing Basic Health Care Program to Senator Edward M. Kennedy.

If only POTUS and Congress would listen to a new and different approach. Senator Kennedy during his lifetime through legislation sponsored and supported by him has made a major contribution for improving the health care of all Americans - US Citizens. Senator Kennedy would have accepted 70% of a loaf for health care, rather than none at all.

I want to be POTUS's White Knight if POTUS and Congress will listen and read The Candu Memorandum for a 2009 Bipartisan acceptable Self Financing BASIC UNIVERSAL HEALTH CARE PROGRAM.

POTUS Would you at least consider a new and different bipartisan acceptable approach to obtain a BASIC UNIVERSAL HEALTH CARE PROGRAM that will also help resolve our economic crisis, health care crisis, and Social Security Fund Crisis? This program, which uses the THEORY OF TAX-Enomics ( of which I am the founder and foremost authority in the country), to accomplish this. It will also enable small business and the American Consumer to have more disposable dollars and lower labor costs and thus be a major force to turning around our economy.

We need to use the Theory of Tax-Enomics to solve our health care crisis, our financial crisis and to simultaneously stimulate the economy. The stimulus must be geared to give the taxpayer worker more disposable spendable income with better basic health care coverage at a reasonable cost, and it should be tied to the creation of private sector jobs and reducing US labor costs to make them more competitive globally. The key is the revision and immediate reduction of the graduated downward tax – (our HIDDEN ALTERNATIVE MINIMUM TAX) the Social Security Payroll tax, offset by removal of the cap on earnings it is subject to.

SPECIFICALLY:

• Reduce the Social Security rate to 2.50% on the first $200,000 and then to 3.25% on excess over $200,000 with no top cap for employer and employee. Now we have room for a 1.45% Basic Health Care Tax with no cap for both employee and employer that will work like Medicare.
• 
  Companies will only need then to offer a medi-gap health insurance policy to their employees, if they want to or can, where patients can choose their own medical care, and which will simply the insurance reimbursement system.
  

This combined program would image what Congress and other federal employees have. However now they would have to pay like the rest of us for the Basic Health Care Tax from their earnings, but their employer - the Federal Government will purchase a Medigap policy to provide the additional benefits equal to their present coverage, just as private employers can offer the same to their employees.

Additionally, this basic health care tax would also be charged against Unemployment Insurance benefits (People still need basic health care even if unemployed). There would be a six month delay before the first payment of any benefits under the new basic health care program to allow the program to begin funding. Additionally, the program would emphasize benefits for prevention. For those that have no coverage because they are not employed or collecting unemployment insurance, they will be allowed to purchase at a minimum cost from the Basic Health Care System the same coverage.

The program initially will have somewhat lower benefits than medicare, but eventually would rise to the same level of benefits as Medicare, and it could be integrated with Medicare for cost effective administration of benefits.

• 
  Note: Medicare has approximately a 3% administrative cost, compared to the insurance industry's 23% cost of administration.

To offset any loss for the Social Security Fund (now and in the future) and to help fund the Medicare Fund (which will include the Basic Health Care Program), we would establish, under the Social Security Fund, the SSMIF (The Social Security and Medicare Investment Fund). Congress, by legislation, would do the following:

1. Transfer financial ownership of the Strategic Oil Reserve to the SSMIF.
2. Each year Congress would provide an appropriation to be added to the Strategic Oil Reserve equal to 5% of the Reserve at the current market price. The SSMIF would be empowered to use the appropriations in excess of the basic strategic reserve to purchase oil or oil futures, when the market price is low. At the same time when the market price rises too high (due to greed of APEC and oil speculators), the SSMIF will sell off any part of it new appropriation to help reduce the market price. The profit from these transactions will be deposited into the Social Security Fund and or the Medicare Fund to build them up. The principal from the transaction would be available for future reinvestment.
   
3. Congress, by legislation, will transfer financial ownership of the Financial Institutions and Automotive Industry equity acquired from the recent Taxpayer Bailouts to the SSMIF. When the respective financial institutions and automotive manufacturers repay their debts in the future with interest, the SSMIF will deposit the proceeds into the Social Security Fund and or the Medicare Fund to build them up.
   
4. The FHA should deposit with the SSMIF financial ownership of Reverse Mortgages equal to any appropriations received from Congressional legislation for funding these mortgages. These assets when collected in the future will be then be deposited by the SSMIF into the Social Security Fund and or Medicare Fund to build them up.
5. The FHA, Fannie Mae and Freddie Mac could establish a "REX" Type mortgage program for new home owners or to keep homeowners in their home in exchange for a share in future appreciation of the real estate that the lenders and the SSMIF will share. These mortgage assets could work similarly to Reverse Mortgages. Appropriations to fund these mortgage funding agencies for these programs would provide that the financial ownership of these assets would be transferred to the SSMIF. These assets when collected in the future will be then be deposited by the SSMIF into the Social Security Fund and or Medicare Fund to build them up.
6. All of the recommended procedures for streamlining the costs of administering medical care - such as a massive transformation to a digital format, perhaps with a secure encrypted database could be instrumental in reducing testing and diagnostic costs as better info for each patient would be integrated and more available as needed to improve patient care. All prescriptions when ordered would be checked against a national database for each patient for possible conflicts to avoid prescription and diagnostic mistakes. This may even be helpful in avoiding possible mal-practice law suites.
7. The Basic Health Care program could offer optionally purchased limited catastrophic illness coverage. This solves a lot of problems and can be self financing.
   More power for the congressional taxpayer financial buck spent.
